A Guide to Applying for CEUs Online

Background
The Continuing Education Unit (CEU) was created by a national task force. CEUs are granted by a large number of colleges and universities. The International Association for Continuing Education and Training (IACET) provides compliance guidelines and certification of CEU programs. MSU follows the CEU guidelines developed by IACET in awarding CEUs.

The growth of noncredit instructional programming in institutions of higher education is well recognized. Employers, professional associations, and others are increasingly noting noncredit learning in appraising the personal and occupational growth of an individual. This need to make comparisons and transfer records of noncredit learning caused the formation of a national task force on the Continuing Education Unit which created a uniform unit of measure, the Continuing Education Unit (CEU).

One Continuing Education Unit represents----Ten (10) contact hours of participation in an organized continuing education experience under responsible sponsorship, capable direction, and qualified instruction.

Continuing Education Units have been awarded to MSU non-credit course offerings since 1972. Since that time, course and individual records have been collected. The current database includes records for more than 2,800 courses, 5,400 sections, 58,000 participants, and 116,000 participant records. In the first ten years of operation, CEUs were awarded to programs from the Colleges of Education, Human Ecology, Human Medicine, Nursing, Osteopathic Medicine, Social Science and Veterinary Medicine.

The Colleges of Human Medicine, Osteopathic Medicine, Nursing and Veterinary Medicine apply for CEUs exclusively through their respective professional organizations. MSU CEUs and/or MI State Board of Education CEUs are awarded routinely to programs serving:
  • Educators, childcare workers and administrators, criminal justice and Hazmat professionals, social workers, psychologists, waste water management professionals, electricians, plumbers and corporate staff through company sponsored training programs.
MSU General Administrative Information and Application Guidelines
  1. The final determination of CEU awards for programs, records processing and record storage, and general administration of Continuing Education Units (CEUs) is handled through the Office of the Registrar.

  2. Nancy Terres serves as coordinator of Continuing Education Units. She can be contacted by email at terres@msu.edu or by telephone at 432-3987.

  3. Departments/colleges making application for MSU Continuing Education units will need to complete and submit the online form found in the Online Forms under the Faculty/Staff section available on the RO website at www.reg.msu.edu.

    1. ALL CEU application materials need to be submitted 30-60 days prior to the start of your program whether you are applying for MSU CEUs or SB-CEUs.

    2. All MSU CEU applications are approved for 12 months. All SB-CEUs are approved for the dates indicated on the agenda only.

    3. Selected department/college administrators will submit course requests online. The department/college representatives will be able to view all courses, add/change/delete sections.

    4. Associate Deans approve a new course requested by the department administrator. Associate Deans have access to their department/college CEU information.

  4. The CEU Coordinator will review the program agenda, determine and verify the MSU CEU award for the program. The program agenda may be emailed to Nancy Terres at terres@msu.edu or mailed to 150 Administration Building. The CEU coordinator is also responsible for reviewing State Board CEU awards and submitting application to the State of Michigan.

    1. An email notice will be sent to the department representative noting program approval and CEU award for a particular program. Please note: Program brochures and/or other correspondence may not advertise CEU amounts UNTIL the application has been approved and the official CEU amount has been determined.

    2. Once the instructional activity is completed, a department representative and/or program representative will submit the participant list online. Please Note: Participant records are stored in a secure and official system. Participant records are stored by the last four digit's of the participant's Social Security number. Therefore, it is necessary for department representatives to acquire the last four digit's of the Social Security number for each participant and keep these numbers separate from the Participant Attendance Sheet displayed at the sign-in and sign-out table at a program event. The attendance record needs to contain the PRINTED FULL NAME, SIGNATURE, and COMPLETE ADDRESS, including the ZIPCODE of each participant desiring MSU-CEUs or SB-CEUs. Participants must write in the time they sign-in and the time they sign-out of an activity. Departments are required to use the ATTENDANCE FORM available in the CEU COURSE SYSTEM. The attendance sheet MUST CONTAIN the signature of the attendance certifying official.

    3. Participant records need to be entered on the online system by departments within 30 days following the completion of a program. Program files are automatically archived 35 days following the end of a program. Once the records are archived, department/college staff will not have access to recording participant information.

    4. CEU records are generated in the RO and mailed to participants.

    5. CEU records are maintained in the RO as official records. Additional copies of the CEU records will be available to participants by request.

  5. CEU coordinator and RO processor will:

    1. View participant lists submitted by the departments and for SB-CEUs verify participant attendance against the submitted Attendance Sheet, and generate/mail CEU records to participants,

    2. Respond to all requests for past CEU records, and

    3. Monitor and contact departments for past due participant lists.

  6. For departments/colleges desiring State Board Continuing Education Units (most usually sought by teachers, school administrators and school psychologists) follow the prompts on the SB-CEU form available on the RO website at www.reg.msu.edu.

    1. State Board applications must be submitted and approved by the State of Michigan 35 days prior to the start of the activity.

    2. The State Board of Education will not make exceptions.
The CEU Archive system will be maintained in the RO. The information will be available to anyone with access to the CEU Web forms. It is a read-only system that displays all course, section and participant list information although user access is limited to their department/college information.

For MSU Departments, there is no CEU processing fee per participant. Participants will automatically receive a record of their participation in a program via the U.S. mail. Additional records may be obtained by request through the Registrar's Office. There is no charge to participants for the initial record or additional copies.

Apply for CEUs Online: A Checklist!
Use the following checklist to organize the information needed to apply for CEUs online.
  1. Title of the Activity
  2. Starting and Ending Dates
  3. Activity Location (Bldg, City, State)\
  4. Number of presenters presenting course content
  5. Dates the activity will be repeated during the next 12 months, if any
  6. Activity Description: Limit to 25 words or less as it will appear on the CEU record.

REMINDER: For final determination of the CEU award, E-mail and/or Mail and/or Fax the program agenda to Nancy Terres, 150 Administration Building, MSU, East Lansing, MI 48824, or by e-mail at terres@msu.edu or by fax at 517 353-1935.

Electronic Signatures of the department chair and associate dean of the college are required to indicate full involvement in the planning and acceptance of responsibility for the academic integrity of the proposed activity. Signature approval by departments does not constitute financial obligation for MSU co-sponsored programs. Signatures are handled electronically once your materials have been submitted online.

CEU PARTICIPANT LIST
30 DAYS following the completion of the CEU activity/program submit the following information to the department/college co-sponsor and/or enter the participant information on the online CEU system. Participant names and information are stored in the Office of the Registrar. Once the processor in the Registrar's Office receives the participant information, records will be processed and mailed to participants. Please use the attendance sheet found on the CEU new course application:
  1. Program Title
  2. MSU College Sponsor
  3. Date(s) of the Program
  4. Location (Both Building and County)
  5. Attendance Certifying Officer Signature: The printed name and signature of the Attendance Certifying Officer MUST APPEAR on the official attendance sheet.
  6. PLEASE enter the name, last four digits of the Social Security number and complete mailing address for each participant in the online participant list. The last four digits of the Social Security are required for participant identification and should be collected separately from the Attendance Sheet.
  7. Participant lists and evaluation materials for State Board of Education CEUs must be mailed to the CEU Coordinator, 150 Administration Building, East Lansing, MI 48824. These materials are stored in the Registrar's Office for audit purposes required by the State of Michigan.
